Duties and Responsibilities

1.  Under administrative direction, performs planning, direction and coordination of all training and public information programs and specific activities of the different units/sections.

2.   Directs and administers training and public information projects; conducts lectures, and open fora on occupational safety and health before public and private organizations throughout the country.

3.   Gives consultative guidance to respective industries on safety and health education of workers.

4.    Coordinates with agencies and organizations, both public and private for an improve delivery of services to OSHC’s clientele, heads, the OSHC’s field team which conducts nationwide public information campaign.

5.       Formulates and executes the Center’s public information program.

6.    Write position papers, articles, speeches, messages, scripts and press releases on various occupational safety and health subjects.

7.   Provides the Executive Director with technical advice pertaining to training and public information; supervises the production of audio-visual/video presentations on occupational safety and health.

8.  Handles special projects and supervises the printing of various publications such as newsletter, brochures, primer, posters including training materials for distribution to training/seminar participants.

9.    Maintains good relations with the mass media to better keep them posted on the services, activities and accomplishments of the Center.

10.     Serves as resource person at conferences/meetings, workshop, etc. on occupational safety and health; appears as guest on radio-tv programs in connection with occupational safety and health program of the government; represents the Executive Director in certain official functions;

11.     Performs other tasks as may be assigned form time to time.

Senior Occupational Health Officer          (Item No. 58)

Education:     Doctor of Medicine

Training:        none required (preferably with 40 hrs. training

Duties and Responsibilities:               

1.     Under direction, supervises, plans, coordinates, and controls the various technical and administrative activities;

2.     Trains all personnel under the medical examination section for the purpose of increasing their expertise and skills in the field of special laboratory examinations such as ECG, pulmonary function test, audiometry, blood chemistry, biological procedures e.g. liquid and gas chromatography and atomic absorption spectrophotometry;

3.    Assists the Division Chief in supervising and implementing staff development program to physicians, occupational health nurses, medical technologists, research assistants, x-ray technologists;

4.     Directs and supervises the training of all medical and paramedical personnel in the specialty of occupational health;

5.   Directs research activities of staff members in the field of occupational and industrial health;

6.       Exercises administrative control over personnel in the section pertaining to work performance, attendance, discipline, safety, orderliness, and enforcement of rules and regulations;

7.       Supervises proper maintenance of medical examination equipment;

8.    Recommends the acquisition and administration of necessary and up-to-date medical equipment and instruments;

9.      Acts as trainor or resource person in local seminars and conferences related to occupational health;

10.     Performs fact-finding surveys on pneumoconiosis and other occupational-related diseases;

11.  Supervises the classification of the chest x-ray results according to the ILO Radiographic Classification Standards;

12.   Recommend guidelines and policies toward the prevention and treatment of occupational related diseases;

13.     Provides technical assistance in the conduct of occupational health activities;

14.   Requires any combination of training and experience equivalent to graduation from college with a degree in medicine and training in occupational health and safety or medical research work;

3.     Develops, plans, and programs for the optimized and efficient operations of the Data Control Section and OSHC’ s Information systems and interchange;

4.  Responsible for the maintenance of data integrity and information accuracy;

5.  Updates and enhances existing information systems and control procedures

6.   Provide technical advice and assistance in Information Systems and procedural evaluation and selection concerning data control;

7.      Integrates existing resources to ensure handshaking of IT equipment;

8.      Monitors the projects and activities of the IT staff;

9.   Submits periodic accomplishment reports and such other reports in connection  with the Center’s workplan; accomplishes performance appraisal forms for subordinates;

3.        Determines sampling techniques and necessary monitoring equipment to be used in the conduct of work environment measurement and testing of respirators and ventilation system;

4.        Performs laboratory analyses, experiments and tests for evaluating the presence of harmful agents found in the workplace and prepares technical reports based on field and laboratory findings;

5.        Makes specific decision as to the needs for administrative and technological improvement of industrial environment;
