Dear Partners, Colleagues and Friends:
This year's 9 th National Occupational Safety and Health (NOSH) Congress will focus on the theme “Occupational Safety and Health: Essential for Decent Work.” This Congress will review progress so far accomplished and elaborate on where we shall be heading to in the years to come. This will be done as a follow-up to the 8th National OSH Congress of 2002 which had made relevant recommendations on Globalization and OSH .
New developments call for urgent stocktaking and program formulation in the area of occupational safety and health. In the first instance, there is the challenge of the ten-point plan of President Gloria Macapagal-Arroyo, especially with regard to the creation of six to ten million decent jobs as well as education for all. Moreover, the recent report of the World Commission on the Social Dimension of Globalization as well as the Philippine National Country Framework on Decent Work provide a wide scope for reviewing our OSH programs.
Against this background, this 9th Congress will enlist all stakeholders from the private and public sectors to promote occupational safety and health as a basic human right for all Filipino workers here and abroad.
The achievement of decent work for all is a tall order for stakeholders I am much confident that much further progress can and must be made by building on past achievements and your commitment and competence.
It is therefore my pleasure to invite you to the 9th NOSH Congress to be held at the Occupational Safety and Health Center on October 21 to 22, 2004 .
