Creation of Inter-Agency Committee (IAC)
on HIV/AIDS/STD |
Administrative Order No. 236 s. 1996 signed by former Labor Secretary Hon. Leonardo A. Quisumbing created an Inter-Agency Committee to draft and finalize a National Action Plan on workplace interventions on STD/HIV/AIDS. This was with reference to the European-Community approved project: "HIV/AIDS In Developing Countries- Support of HIV/AIDS and STD Actions in the Philippines."
The project aims to contribute to a reduction of the sexual transmission of the HIV by improving the quality, accessibility and use of STD services and by promoting and/or sustaining STD/HIV education at community and workplace levels.

PROGRAM/PROJECT : Operation of the Inter-Agency Committee on Environmental Health (IACEH)
Brief Situationer
The problem of environmental pollution and its adverse impact cut across the mandates of various agencies and its proper management requires close coordination and linkage of various concerned government and non- government sector. The government sector took the initiative by issuing Executive Order No. 489 dated 22 November 1992, institutionalizing the Inter-Agency Committee on Environmental Health (IACEH). The Committee serves as a forum of safeguarding and making the environment conducive to the improvement and maintenance of the health of the people throughout the country. The establishment of the IACEH demonstrates the perceived need to bring together the statutory powers, skills and resources of the wide range of government agencies with relevant responsibilities to improve environmental health.
The IACEH is composed of the 11 government agencies and chaired by the Secretary of Health, Member agencies are the following: DENR, DPWH, DA, STI, DOST, DOLE, DOTC, DILG, NEDA and PIA. The Department of Energy (DOE) and the Department of Education and Sports (DECS) was proposed as additional members thru amendment of E.O. No. 489. To support the IACEH, a Secretariat under DOH-EHS is tasked to provide administrative and technical support services.
Under the Committee there are five sectoral task forces namely: Solid Waste, Water, Air Pollution, Toxic and Hazardous Substances and Occupational (SWATO).
Objectives:
To safeguard human health from its adverse effect due to pollution.
To strengthen inter-agency efforts in the promotion and protection of environment and health.
To institutionalize IACEH at the national and regional level.
Targets:
Formulate policies, guideline plans and programs for environmental health protection.
Coordinate activities of member agencies, other GO's and NGO's.
Develop information and education campaign materials on environment and health, and
Coordinate, assist and support the conduct of researches on environmental health maintenance and protection.
Strategies:
Development policies, standards and guidelines;
Conduct of regular and emergency IACEH meetings;
Strengthening inter-agency participation at the sectoral level (Solid Waste, Water, Air, Toxic. Hazardous Substances and Occupational Health Sectors);
Institutionalizing and strengthening the Regional Inter-Agency Committee on Environmental health (RIACEH);
Conduct training and researches, and
Conduct monitoring and evaluation.
