Accomplishment Report of OSHC Cebu Branch

Performance Indicators

I. Strengthened ZAP Network: Increased by 28%


         The number of network organizations increased by 128%. Prior to the Cebu branch, partners included 1 to 7. Now it has added 9 other organizations. Each organization represent large memberships. However all organizations from 1 to 16 were participants to the First Summit in the Visayas held Oct 2007. in Cebu.

Networks have been active in:

     a) 11th National Occupational Safety and Health Congress
     b) Cebu ZAP Conference
     c) Gawad Kaligtasan Kalusugan Winner, 3rd place, institutional category – Cebu Fairchild was the winner for the 3rd place in the institutional category
     d) Learning sessions and training
     e) Partnership of MEPZ-SSCI, OSHC and Tripartite council in Education- to roll out OSH in schools, and to be used as Corporate Social Responsibility projects of MEPZ companies and others outside MEPZ (MOA in preparation)
     f) Increased requests for training, information and technical services by network (see training, other services for actual data).

II. Advocacy/Information Dissemination:


  1. ZAP Integrated in PESO Mandaue, Tripartite Industrial Peace Council (TIPC) and Regional Coordinating Council (RCC).
  2. ZAP Conference in Cebu, October, 2008 with 203 participants, 2 plenary sessions (8 papers presented), 9 posters, 4 simultaneous learning sessions (13 topics)
  3. Regular Press Conferences- Kapihan c/o PIA (3x):
- Press Releases
- at least 5 ZAP articles released in local newspapers
- at least 20 radio guestings/featured as news at DYLA, DYKC, DYRM, - DZRV –
- at least 5 times featured as news in ABS CBN, GMA
- at least at least 16 times featured on UNTV as a regular program
- Cleep video will be featured regularly in PIA programs (CLEEP is a 6-minute ZAP video on basic principles of Safety and Health)

         Nos. 1 and 2 are benchmark achievements, i.e. since the operations of Cebu branch, though No. 2 is an outcome of the 11th NOSH held 2 weeks earlier. Mass media dissemination are equivalent to Y 2007 because of the holding of the First Summit on OSH in the Visayas in Y 2007.

III. Training : total 1,172 participants, 296 establishments from July 25, 2008

  • 1 BOSH – 39 participants, 16 number of companies
  • 1 BOSH in Cagayan de Oro (gave five lectures delivered by 2 Cebu staff which were attended by 40 participants
  • 22 Learning Sessions: 1,093 participants and 280 establishments:
- Appreciation course on OSH for Mactan International Airport, and for Mandaue Tripartite Council
- HIV-AIDS , Reproductive Health, Ergonomics, Tobacco , TB Workplace,
- Violence, Stress Management, Anti-sexual Harassment,
- Globally Harmonized System of Labelling Chemicals (2), Confined space (2), Industrial Hygiene, Chemical Safety,
- Job Hazard Analysis, Emergency Response,
- OSH Services, Lock-out/Tag-out (LOTO), Defensive Driving(2)

IV. Research – 2 ongoing studies. None in the past.

  1. Women workers’ OSH in shipbuilding (Tsuneishi shipyard – Balamban, Cebu) – welding, heating/bending metals, crane, office work, others

VI. Staff Development –– OSHC Cebu

  1. June 10 – July 20 OSHC – on training, information, advocacy, research, technical services. The OSHC Cebu staff were given technical training on OH, OS, IH, trainings in broadcast media also in basic research methods. All staff development activities are continuing.
  2. July 25 – Opening of OSHC Cebu Branch with 81 attendees from DOLE senior officials, and partners

        4. Performance assessment – while many of the activities were undertaken with the assistance of main OSHC staff, the Cebu staff are now able to hold Learning sessions on their own such as in the following topics:
  • Workplace Prevention Programs on Confined Space, defensive Driving, Lock out – Tag-out, HIV/AIDS, TB, Tobacco, Industrial hygiene, and was able to deliver a full 40 hour training program from November 23 to 28.

         They have also been effective in press conferences and radio interviews. They would need more assistance in producing press releases. OSHC and PIA are assisting the Cebu staff in producing and editing of press releases.

         On Technical services, they are now able to carry out complete safety and health ocular assessments and audits, work environment measurements. More exposure is needed to improve skills in occupational health assessments. They are undertaking two sets of studies in collaboration with staff from the main OSHC.

         OSHC is awaiting for DBM’s approval of 1 administrative position needed by the Cebu office, also for the purchase of a set of video conferencing equipment both for Quezon City and Cebu.

         For Year 2009, the Cebu team with the support of the main OSHC will be active in addressing ZAP in Bohol, Negros and RO VI, RO 8.
