Strategic Planning Program (1998 - 2004)
Introduction
.
The Strategic Plan of the Occupational Safety and Health Center (OSHC) is the product of the two-day strategic planning workshop held in August 6 and 7, 1998 at the OSHC complex in Quezon City. Conducted by the OSHC and facilitated by the Associated Resources for Management Development, Inc. (ARMDEV), the planning workshop was attended by 36 participants which included representatives of OSHC’s stakeholders, namely labor groups; employers/clients; NGO; DOLE; academe/government organizations; and the management and key staff members of the OSHC.

The Objectives of the planning workshop were:  

1. To validate the result of the OSHC performance trends assessment
2. To clarify the OSHC strategic planning process

3. The discuss the current realities of the external environment
a. Major trends and changes
b. Current trends and obstacles

c. Major opportunities

d. Strengths and advantages
4. To validate/modify (if needed) the OSHC vision, mission and goals
5. To define roles of stakeholders

6. To discuss policy issues and strategies

7. To develop one year action plan

Mission Statement
.
An effective OSHC fully committed to the attainment of a healthy and safe working environment through: responsive and sustainable OSH programs and policies; effective delivery of quality OSH services; client-focused responses; excellent management of resources; and mutually beneficial linkages.

Strategic Directions
.

1. To establish an effective OSH communication system  

  • Interact with stakeholders and partners on a regular basis
  • Provide a mechanism for continuing communication with partners (meetings, e-mail, print broadcast, etc.)
  • Come up with journals and publications containing researches and activities
  • Intensify the development of new and alternative means of communication and Information dissemination
  • Convene/strengthen IAC on OSH

2. To improve provision of OSH services/technical assistance to the under-served sectors    

  • Strengthen technical assistance to under-served sector such as informal sector, Agriculture, child labor, women workers, SMEs, OFWs, etc.
  • Work Environment Measurement (WEM) for SMEs
  • Package its services and make them accessible to and available to SMEs and informal sector

3. To develop a comprehensive, responsive, gender-sensitive and participatory training program for OSH    

  • Undertake capability building/technology transfer for DOLE regional implementors
  • Require a "MASA"-friendly articulation of basic trainings, information and communication regarding OSH matters
  • Empower stakeholders by building capabilities and sharing competence’s
  • Design courses for special sectors (informal sector, child labor, etc.)
  • Develop gender-sensitive OSH curriculum
  • Design module on psycho-social factors
  • Re-design training methodology "action oriented"
  • Prioritize the development of advanced OSH training for OSH practitioners
  • Advocate the integration of OSH in the educational system at all levels (college, primary, etc.)
  • Require all health workers (professional and non-professional) to undergo post-graduate course/training on OSH prior to licensure/employment
  • Improve manpower and facilities of concerned agencies for effective OSH surveillance
  • Develop the competence of labor inspectorate in conducting work place inspection to include OSH evaluation
  • Improve understanding of work-related safety and health for compensation purposes

4. To establish rapid response mechanism/system for assistance in priority industries    

  • Set up a system to respond technically to priority industries, workplaces
  • Concentrate safety and health for construction industry

5. To propose and lobby policy legislations governing OSH    

  • Advocate for the ratification of international standards
  • Review the existing policies and amend if necessary
  • Lobby for policy legislations on: (a) mandatory training and certification for OSH practitioners as employment requirement; (b) integration of OSH in school curriculum; and (c) regulatory power of OSHC with deputization of partners on enforcement of OSH standards

6. To strengthen and enhance manpower and technical capabilities of OSHC    

  • Increase the manpower and technical capability of OSHC
  • Enhance the capability of the OSHC’s resources (human, physical, financial, technology, etc.)

7. To recognize excellence in the field of OSH  

  • Continue giving awards such as Gawad Kaligtasan at Kalusugan (GKK), etc.
  • Deliver its services with a standard of excellence that is globally competitive
  • Fellowship programs for stakeholders/partners

8. To rationalize and prioritize OSH research agenda    

  • Continue carrying out core mandate activities and make an impact
  • Re-convene research committee
  • Strengthen in-house research capability
  • Identify top OSH problem affecting work population in general, women, children in hazardous occupations, informal sector, etc.
  • Set up a system of prioritizing research agenda on OSH
9. To institutionalize linkages with multi-sectoral groups    
  • Establish center for excellence in the private sectors using VPP as take off point
  • Create a multi-sectoral committee
  • Establish the mechanism of providing a coordinated response to OSH problems/concerns involving other concerned agencies
  • Design a national OSH plan (with stakeholders) that is movement-type and nationally coordinated
  • Set-up a data banking of OSH information/issues/concerns
  • Establish TWGs per KRA (multi-sectoral)
  • Implement OSH concerns in cooperation and coordination with labor centers and federations
  • Conduct RTDs/SGDs to catalyze harmonization of OSH functions

10. To formulate IRR to E.O. 307  

  • Identify possible source of budget
  • Set a time frame
  • To formulate and implement the IRR of EO 307 to include the restructuring of the OSHC (organization, coverage, system and process)
  • Start action planning beginning now
  • Expand/broaden composition of OSHC board

OSHC Functions and Stakeholders’ Roles/Responsibilities
.
  In addition to the existing OSHC functions (i.e. communication/information dissemination, training, technical assistance, and research), two (2) new functions were identified given the findings from the OSHC performance trends assessment and as a response to the requirements for the attainment of the organization’s new mission statement. These new functions are network management, and institutional development.
